Firstly, download craftbukkit, and create a .cmd file. Open it with a text editor and insert the startup script of your choice. Be sure the jar file names in both the script and folder are the exact same. If you've heard of Spigot, try it out for better performance and a few extras.
When you've installed all plugins and ready for players, hit windows key + r. Type "cmd" in the box. Then type "ipconfig" in the command prompt. Jot down your IPv4. It is 4 numbers seperated by 3 decimals, and usually starts in a 192.168; type the numbers in your browser. It'll prompt you for the routers username/password. If you are unsure, try some defaults or ask the network admin.
If you're in, there should be a gaming/portforward tab. Choose whatever option to add a new one, and type 25565 as the port, and TCP/UDP. Save all settings and exit.
Players may now freely join if you were successful. Type whatsmyip in google to find your IP address.
It seems simple though gets complicated when running more players. You'll have more players dependant, more hackers/griefers, more money, etc. One thing that may be useful is hiring a long term developer to create custom plugins such as a skyblock, and add a sort of niche that creates for a unique idea that is also addicting. Quality and community are probably the most important though.
Conclusion: Get a new niche going and have quality and, a, good community.
I prefer the use of local banning systems when administrating servers as it is easier and quicker to deal with false bans, corruption, etc. Another thing I've seen is fake launchers cracking accounts. These accounts are then used to grief, leaving the original owner banned wrongful without even knowing.
Conclusion: some flaws could be fixed, though it is still a great service for many organized servers.

What if the playerbase is small or none? That is extremely hard with the amount of advertising needed to gain more.
