Try downloading the Installer link on the Forge downloads page instead of Universal. Then run the downloaded jar. The installer should download the missing libraries.

As of 1.6, you need to click on the "Installer" link on the Forge downloads page, not "Universal". Then run the downloaded .jar.

posted a message on [1.6.4] [Forge] Modern Armor Mod (Adds 7 new special types of armor and more)!
    Version 1.1.0
    For Minecraft 1.6.4 with Forge
    By Dr_Sideburns

    Description:

The Modern Armor Mod adds 7 new armor types: fiberglass, tough iron, bulletproof, fireproof, padded, bombproof, and scuba.

Fiberglass Armor: Probably the easiest armor to obtain. Protection levels are between leather and gold. Despite being made out of glass, fiberglass is reasonably durable (between gold and iron).

Tough Iron Armor: If you can't find any diamonds, this is the next best thing. It has the same durability as diamond and the protection levels are only slightly lower. Requires 3 times more iron than standard iron armor.

Bulletproof Armor: Default enchanted with Projectile Protection III. Otherwise, it has the same stats as gold, only more durable.

Fireproof Armor: Enchanted with Fire Protection V. Besides that, this armor has lower protection than leather, but reasonable durability. You won't get hurt if you're on fire, but I still wouldn't recommend swimming in lava lakes.

Padded Armor: This armor has the exact same stats as leather. But it's made out of silk, not leather. An equal alternative to killing cows (if you're against that).

The Bomb Suit: The armor of choice of professional creeper hunters. Enchanted with Blast Protection III, Projectile Protection II, and Fire Protection II. It has the same protection levels as iron and more durability.

Scuba Gear: A two piece armor set. The scuba helmet has the same stats as iron, but is enchanted with Aqua Affinity V (so you can mine underwater) and Respiration I. The scuba tank allows you to breathe underwater for over 1 minute (Respiration III). But it provides no protection at all.

    Description Continued:

Besides armor, this mod also adds aesthetic blocks such as gypsum (found in gypsum ore), fiberglass, and tough iron. This mod also adds fire treated wood items including planks, stairs, and fences (made from wood and gypsum).

    Gypsum Ore:

Gypsum ore is found under layer 50 and drops 3 - 6 gypsum crystals (unless mined with silk touch enchantment).

    Gypsum Blocks:
    Only aesthetic.

    Fiberglass Block:
    Only aesthetic.

    Tough Iron Block:
    Only aesthetic.

    Fire Treated Wood Blocks:
They do not burn and are only a slight tinge different than regular wood.

    Old Versions:

    To Install:
Step 1: Install Minecraft Forge if it is not already installed. (go to the Minecraft Forge download page, find the proper version and click on "installer". Then, run the downloaded jar file.)
Step 2: Click on one of the links above and download the mod file (.zip).
Step 3: Drag the downloaded zip file into the "mods" folder in ".minecraft" (usually Computer/C:/Users/"user"/AppData/Roaming/.minecraft/mods)

    Changelog

Update 1.1.0: Added Fire Treated Wood Slabs and Gypsum Slabs.
Bug Fixes: Gypsum blocks are now resistant to explosions. Also changed Gypsum block material to rock instead of iron (not a noticeable difference; just changes punching sounds and changes appearance on maps).

Update 1.0.1: Gave fiberglass armor more durability. Added limits to water breathing with the scuba tank. Added Respiration I enchantment to Scuba Helmet.
