They should do with guardians what they did with witches, but to a lesser extent. Allow for them to very rarely spawn outside of the water temples in ocean biomes.
Leaving fishing the way it is. It's a nice change of pace when you've been spending most of the day building/mining and you just wanna kick back and relax a little. However that doesn't mean they can't add some sort of extra "particle" to water (small fish animations) that is less frequent than the bubbles. Just so it looks like there is more going on even though the only thing really out there are squid and guardians at temples.

I'm of the same opinion. While I don't make the swamp my home typically, the idea should cover all biomes that have water sources including mesas.

I'd hate that thing more than I hate skeletons in general, but it'd be a nice change of pace for once. I think hostile entities could use more variation in some of the ways they behave and attack/defend. Like an enderman using sand/gravel blocks to suffocate you instead of attacking you directly, but that's another topic...

Maybe inform us the reason why you're suggesting this idea to begin with. Why are you needing to use more than 16 ender pearls in a short period of time that makes this staff a "necessary" item?
Counter suggestion: Instead of having the staff use ender pearls directly from your inventory like a bow uses arrows, have it so that you have to charge it using an anvil up to a max limit of say 64 charges. One ender pearl for each charge and the cost should be reasonable, so it isn't cheap, but also not crazy expensive...find the middle-ground. This way you don't break the balance as you've drastically increased the cost to use this thing while the end result is the same (more uses than a single stack of pearls).
You still should state the reason why this item is necessary, though.
