sounds almost like TES games start - we're releasing you onto some island and leaving you to your own devices... or was that how Australia was started?

but seriously, sounds pretty good. I was thinking for my server land to give two people a position as 'Governor', and they would be in charge of a plot of the map. Everyone else would join one of the Governors and work on their cities and towns. Each state would be charged a tax in gold ore based on their population. then the king or admin (whatever title you go with) could ration gold back into the states in the form of bars and blocks (again, based on population). The Governor would then use that gold to pay it's citizens for their work (as they would essentially be civil servants building infrastructure). If players picked between one of two classes, it might work better (one miner class that only mines and harvests resources, and builders who only build).
this also allows states to mine and refine their own gold, adding to their economy or making one or two miners the richest players on the map :wink.gif:

it's a little back and forth, and could use some work, also sorta sounds a bit like Communism or Socialism (which doesnt even work with animals)...
