I agree, character skins should be left up to each individual user.
Maybe a class system could be incorporated that determined the style of armor each player gets.
As with the cookie system, I don't mean for it to be exactly like the the one that a web browser would use, maybe just a zip folder downloaded for each server you visit that contains textures sounds and etc.
the folder should be a reasonable size (under 700KB?) and users should have the option to disable custom items (if their offensive or cannot run on their computer properly) but should not be able to edit them.
Yeah, maybe the mods shouldn't be forced as I said earlier but at least automatically downloaded, the user can then decided if the don't want them applied.

It would be awesome to join a star wars server and have it automatically load a custom texture and weapon set(?)

The mods should only apply to the server they were downloaded from.
If this is implemented, it would open the doors for better RPG servers and an amazing minecraft experience in general.
