There is still a library and could have been tutors (either his parents themselves or other people living in the city), but their concepts for mathematics and science would be very minimal. As well as this, were his parents refugees from the war? Did they escape from a village torn apart by the Pact forces? I'd recommend including a bit more of Saphriel's history in the character's biography, even if it is just by clarifying the reason for the parents coming to Barkamsted.

Barkamsted actually has an elven district that would be suited for him to have lived, so I'd recommend saying that his family took refuge in the city itself. Althidon is still too young to have any memories of Silivrenmîr, so keep that in mind. He also wouldn't have that trinket as mentioned in his magic biography anymore, since nobody starts out with one.
Your approximations for the dates is actually rather close! To help you out though, the war would have officially concluded roughly around six to seven years ago at the current year of the server (5 ~ 6 including the hell gates). As for the Pact races being let into the city, it's more a reaction from the player characters that pushed for welcoming them, along with the Alliance and the Pact putting aside the war to deal with the hell gates event. Racism is still a big issue within the NPC population, but the characters are still free to their opinions, so long as their actions don't border anything illegal. On another note, tobacco and other smoked drugs aren't illegal. Furthermore, your character will have to find and purchase a home on the server, so they won't be having any statues or home to decorate straight off the bat.
There's another issue that's really minor, but not enough to warrant the application being denied or placed on pending.
