MorphAdditions is temporarily out of service due to incompatibility with, of all things, Morph 1.7.10. I am waiting to see what iChun has in store for 1.8, as that will be the next time he pushes releases for the bugs causing the issues.

Okay, as of https://github.com/mod-warriors/NotEnoughKeys/commit/4c71c8b444c3705225f165d86087823aa09a19c1, if you set 'forceLoad' to true in the "DefaultKeys.json" file, the file will load every single time the game runs, regardless of anything else. However, if you do not have a 'forceLoad' variable, or 'forceLoad' is set to false, then the file will load on first game run, and then "hide itself" (set its name to ".DefaultKeys.json"). This is meant to prevent overwriting any one player's changing of the key bindings after game load. I will request that Dmod (one of my co-writers) build and publish a version of NeK to fix this oversight on my part.
Its looks like the "DefaultKeys.json" will only ever load if there is no options.txt file present. This way the default file is only ever loaded on first game run, and never run after players have potentially changed the key bindings.
EDIT: it looks like I derped some stuff up in that process. I will get back to you on this as soon as I fix some things.
This IS possible. Merely put the DefaultKeys.json file inside the config directory generated inside the minecraft folder. I suggest running the game before doing so. In running it before hand, you will have the actual config file to base your DefaultKeys.json off of.

Perhaps you are not using the latest version? Dmod SHOULD have released a new version since I updated some bugs.
EDIT: In order to clarify, I did not know if Dmod had, which he did (thank you much Dmod ). So there is a new version somewhere, curseforge I suspect.

No 1.8.X versions are released yet, and there is nothing I know of before 1.5.2

First; as per normal mob spawning, they only spawn like other mobs (in the dark). So light levels such as 8 and below should spawn angels.
Second; Angels also have a rarer spawn rate. This is configurable in the config file.
Third; Check the world height you are at. By default, angels spawn at y-level 40 and below only. This is also configurable.
