I have never actually understood that. You would think the mod developers would make a texture file for artists to make it easier for us to support their mod.

Just an fyi Soartex has every texture done for FTB. I by no means work on Soartex but if your looking for one they have it =)

I found the problem when I unzipped the file:
inflating: ctm/myctm.png inflating: ctm/terrain198.Properties
The filename matching is case-sensitive, so it needs to be .properties not .Properties. I fixed that and got it to work.

See this to see where you are going wrong. Once you have completed the image png, your properties file should be edited to read like this:
