Ive never heard of such a plugin that uses real money specifically for land. You could sell donor rank on your site, give them the permission for that section of land only, when theyre subscription runs out the donor rank will be removed and so will the permission node.
I really would not suggest a laptop for a 24/7 server. But I would say about 6GB could be sent towards the server. As for cooling I suggest buying a cooling pad from Best Buy, or Ive heard of people using their fridges
Not all mods support server side options, you must first look to see if they support this, it generally involves adding the ForgeAPI to the server.jar then adding your mod to the mods folder.
