Minecraft is not a very demanding game so I would guess they would all run it well. If you want to buy the cheaper one go ahead but the last one might run games a bit better since it has a dedicated graphics card.
sorry, you are not gonna get anything decent for $200.
there's honestly no such thing as a "good $200 gaming computer build" unless you manage to get some crazy deal from some idiot on craigslist.
just save up money. the holidays are coming up, get your mom to give you cash or something, I dunno, but you'll want at least $500 for anything half-decent.
It's a myth that the human eye can't see above 30fps. 30fps is fine to play games with, but watch some videos of 30 vs 60 fps for a bit and if you look around some you'll notice that 60fps is MUCH smoother. 30 looks choppy in comparison.

I would buy/build a PC - only get a laptop if you NEED a laptop (travel a lot)
PC is usually cheaper for the power you get from it - and you can upgrade it later.
Parts to focus on would be GPU/RAM for gaming, however everything is important.
Hope I helped you figure something out!

Love the pack but I wish there was a version where terracotta was colored like in vanilla. Playing on Hypixel Skyblock makes caves look like this:

How much money can be put into this, exactly?
Also, I have gtx 1060 6gb which runs minecraft at 16 render distance with some super ultra shades on at 60fps, maybe you can work off that.

spent like 2 minutes switching some stuff around. I don't know if this is the best but here
https://pcpartpicker.com/list/s7BPM8
gets you a better cpu and gpu
not as great of a case,
if you really want an ssd you can get one with almost twice the storage for like the same price
also, if you don't already have an OS or you're gonna use linux, you'll need to buy that
