I have tried installing the PerWorldPlugins plugin, but whenever I try to join the server with this plugin, I get kicked saying the server is still starting up, even when it is done.
Mobs despawn naturally and spawn naturally. All you did was temporarily create an imbalance, but it will eventually balance out when the mobs spawn again.
This problem is caused by WorldGuard, not WorldEdit. If you have claimed a region with WorldGuard, sand, gravel, and anvils may break. I have noticed this on my own server a while ago.
Try removing the region claim, then building the mountains.
I mean, they do swim, but they don't do much that requires them to stay in water at their head for a long time.
Oh, I didn't think of that. I guess it would be silly to do that. But if someone did, it would surprise them when they drown real fast, but they will probably have enough time to swim back up before dying.
It depends on what you want to do with the server. If it is a personal server, you should turn add yourself to the whitelist, then turn on the whitelist, to make sure nobody can connect to it (Even though it shouldn't be a problem if you don't have the server port forwarded)
If you want to make it a public server where a lot of people can join, you may want to set up a Spigot server. Install some plugins to make it really cool, such as an anticheat plugin. I would recommend these plugins: PermissionsEx, EssentialsX, WorldGuard, WorldEdit, and I can't really recommend an anticheat, because a lot of them are either broken or paid for, but you will find one eventually.
You can use PermissionsEx to set up the ranks for your server. EssentialsX is just for basic things such as setting homes, and tpa, and other things. WorldGuard is for protecting your server's spawn. WorldEdit just makes building a ton easier, just don't let your players have access to it, because it can be used for griefing.
If you want to know how to use these plugins, just google around, because I can't write a full tutorial here for every single plugin, sorry.
There are plenty of other plugins too, just keep looking.
Most of the server's settings will be in the server.properties file located in the server folder. You can open that, and change a lot of settings such as the difficulty, the world seed, stuff like that.
Whatever folder you start your Minecraft server in is the folder that contains the "plugins" folder. So, if you make a folder called "Sarvuhr" and put your server jar file in there, that is the folder where the "plugins" folder should be located.

Recently on my YouTube channel, I have been getting into making roleplay videos. I am working on one that requires some cool destruction mod, but I don't know which one I should use. I probably don't even know about the best one anyways. I am using the Replay mod for another camera, and CustomNPCs for extra characters, though I probably will just act them out by myself (editing tricks, just trust me).
I don't know if there are versions of these mods for newer updates, but I know I can't use 1.7.10 or lower. I already tried the Bacteria mod, but it's too laggy.

Are you sure? This issue is caused by outdated Java. If you can play other versions of Minecraft besides 1.12, you may have outdated Java.
Still try downloading the latest Java version, just in case.

The problem isn't you, it's the server you are playing on.
Try joining other servers to see if the same thing happens.
