On the computer you are using to host the server, go into your computer's command prompt, and type "ipconfig", search for IPv4. Copy that IP to the computer that you want to join the server from. That should probably fix your problem.
Don't use the full 32 gigs, anything running in the background won't have enough ram to run, so only give the server 4-5 gigs of ram. That should fix your problem.
so far for me the only thing i have found is that when you disguise as a player the server thinks there is a new person on and it doesn't log them out when you change back but you cant see it it is like a ghost player but it is there and it just stays there please fix it

I see what the problem is, in your server.properties file, you have your IP as 10.0.0.1:25565, it needs to be localhost:25565

When making a server, you have to go in increments of 1024MB (1G), or Java won't know how much to give to the server.

go to this website and press scan. If Minecraft is open, then you're good, but if it's not, you must have port forwarded wrong.
