30 bookshelves with a 1 block space between them and the table, also, remove the torches from the bookshelves, it blocks the power from getting to the table.
With the setup you've got right now it looks like your enchanting table isn't getting ANY power from the bookshelves, which would explain the low levels you get.
Thank you SO MUCH, i was searching for long long times on the internet trying to find out why my enchanter isn't working as well as I've been able to get it working! I had no idea torches and things blocked the extra enchantabillity, I could only get a level 14 enchant on my diamond stuff XD nothing any higher, now I got all I need, thanks so much!
I've looked around the forum, and it looks like no one else it having issues with the rubber boots. For some reason, I can't craft them. I have the IC, the two obby blocks, and the two rubber balls and it just doesn't show up. Any ideas? Only other mod installed is the Tale of Kingdoms mod which is not the problem.
EDIT: Using the 1.0.0 version, and I was able to run everything fine and make plastic and all sorts of stuff. Just not the boots :/
PS: On the wiki, it doesn't say what tier tool Plastic tools are. I want to duck tape mah shovel, and I guess it wouldn't be that hard to figure out which tier it is, or even if I can repair it, but I just want to let you know :3

You might need to read the rules again, you are missing an important part of your application

Also, if you type /warp home you will be teleported to the main city. You can also /sethome and then /home back to the place you typed /sethome for a nice way to find your way back to your house.

If you read the latest posts, sometimes you'll find help. Otherwise, all I can think of is you don't have a purchased version of Minecraft, or you are typing in the server IP wrong. What error does it give you? Because if it's saying anything else besides -> Failed to connect to server Connection refused: connect
then something is up.
okay is the server generally off or is my minecraft broken because i can't connect to any servers whatsoever so can someone please tell me if i'm just mentally deficient or all server are off
If you look earlier in the post, Grat said he's taking the server offline for his School needs. It won't be back on until he feels ready, so just watch this forum.
multiplayer and this mod will be epic. Large servers with this kind of transportation and mechanisms would be awesome, get anywhere in a sec with subways of speed rails.

Why you would like to join The Empire (At least 2 good reasons!): I host my own server, and I get tired of being an admin. I'd rather play minecraft, not just build and mess around. Also, this server looks fairly large, but with a better looking community.

Oh, wait a minute. Do you have Optifine or mcpatcher installed? I had a lot of trouble with both of those doing exactally what you're saying in the op. Try reinstalling, without mcpatcher or Optifine if you have either of those, or do waht I said above
