I was able to figure this out, but it did not give me the results that I wanted. I instead re-thought how I wanted to do this. I did two things. 1. I created another folder called World Master, and placed a copy of the world as I wanted it. 2. In my batch file I had it delete and then copy the folders over on server start-up. Thus negating the need for world save.
Just thought I would let anyone else know that was wanting to do the same.

I would also connect the ethernet cable as wireless can cause lag and other devices can interfere. Cables will allow for a smoother play.
Uninstall any software to free up resourses. If it's not needed, uninstall it. Less running and taking up clock on the CPU, space in RAM and read/write on Disk, the better and more stable your server will run.
I've looked through all the config files and even looked in the server.jar to see if there was something about autosave. Nothing.... Tried looking for a mod that might do it, but nothing... Was wondering if you good folks have anything before I dust off my java and coding books and crack them open to maybe create a simple mod to do this.

I am wanting the the world to not save any changes. I know that I can "/save-off", but is there a setting or something I can do to disable on world load? Or disable all together? I am currently having to save-off after every server restart.
Let me elaborate on this. You can use the above bash to shutdown/restart the server whenever. This will allow anyone to reset the server (virtually the same as what I was needing).
LAN stands for Local Area Network (Network inside your home). You will have to setup rules in your Router/firewall to allow outside connections to your PC (Port forwarding). You will also have to set your PC up with a static IP. Once the port is forwarded and IP is set, you will have to tell your friends what you public IP is (Google "What's my IP) and the port to use. Example: 24.123.456.789:25565 (default MC server port 25565).Keep in mind that residential internet packages have are dynamic (meaning always changing).
It sounds like you internal IP has changed. Did you set up a static IP for your host server on your router?
**Correction**
I just noticed you said that you are the the only one that can connect. Most times when your modem loses power, your public IP changes (Dynamic IP). make sure your friends are using the correct Public IP to connect.
I'm trying to run a server for my daughter and her friends. I am running a modded server for what is wanted/needed. I have everything configured except how restart the server when all players log off.
I am wanting to do a script or a setting, something... I have tried, but can't find anything that will do this. The reason I am needing it, is to reset the world back to "normal". I have the save world option turned off, now I just need to be able to restart the server so that all is normal when players re-log.
Example: One of the worlds is lucky block arena. Once the battle/play is over, I would like for the players to be able to log off, and back in to restart a new battle. I am manually having to replace the worlds for reset. There has to be a way to do this automatically.. Right?
For reference purposes, I have a VM running Windows 2016 Server hosting the server.

You can use a scheduled task or create a bat file. I just ran across a script to do what you are asking while searching Google for my restart script.

Your forward rule looks fine.
Is your PC set up with a static IP?
Have you allowed the connection through your PCs firewall? Try turning it off. If you have AV, disable it as well for testing.
