I haven't had any issuses logging into my server. . .If you're using bukkit make sure you're not using a leaky development build.
Check the server.log for any errors it throws at you
You can get the old world back if you use the OLD world files. Helps if you delete the ones that the server generated when you moved all of your files around. . . I don't think it writes over the old files. Try to find them
Server might be down, if you know the admin ask them if the server's still running and, if so, what version of minecraft they're using(make sure it's the same as the one you're running).

Interesting, but what I'm after is, how to make a group the default group people join when joining a server. Permissionsbukkit can make people not build aswell, and what I was told somewhere long long ago ( If I remember correctly) I need to put a * in the people list on the one I want to be default, is this correct?
I recommend getting permissionsEX, you can set a default group that users are put into automatically and are not moved from unless someone with the pex.admin.promote (or something like that) node is in their group uses /pex promote username
Make sure that both your server_jar and minecraft.exe are updated to 1.2.3 OR both on 1.2.4. If they aren't on the same one, your server log should pop you with an error. Go check there and post it here using spoiler tags.

All you need to do is make sure that the world you want to use and the level_name parameter in the server.properties file are the same. Name them something other than "world" so it stands out. Name the world folders like so: Test, Test_nether, Test_the_end
Then go into server.properties and change the level-name to "Test".
When you start it up, it should load you on the world you named "Test".

You can also use EssentialsSpawn to set where everyone will spawn, removes the protection radius.
Use Worldedit and WorldGuard as well.
