Any update or work around on #2 yet? I may have some information that helps.
Ive built a mob farm at cloud level with four spawning pads each exactly the same (I hope... I spent days in hard survival mode on trying to make it perfect) and only half of the pads are malfunctioning. both sides have 2 pads with a dispenser (equipped with one water bucket) and face inwards from a corner intended to push spawned mobs into a middle section which feeds to the drop zone. (we can label the 4 pads North West, North East, South East and South West) the NW and SW pads seem to work perfectly and never spawn a new water source. Pads NE and SE malfunction frequently (every 5 - 15 mins sometimes more...) despite being mirrored in size and delay from the single power source at the base
When a Dispenser is equipped with a water bucket and triggered multiple times (via delayed sticky piston circuit), every 5-10 mins or so a new water source appears after the original source is returned to the bucket and remains there until physically removed. This is in a mob farm set up about 50 units up with four spawning pads, one water dispenser a piece.
Weird thing is, two of the pads never fail and just the other half of the farm spawns new water sources. for the life of me I cannot see why as ive spent hours making sure all 4 are completely the same (size/build/redstone delay....)

I have a similar water issue.
