Just.. no.. it does not take a team to make a pack. That would just end up with a mess of different styles. There are MANY very good packs out there made by single people who needed no team to make their pack.
On top of that you have just 6 posts, show no examples of your own work.. and this sounds like a clasic 'I want other people to do the work for me.'
Kinda. There's a plugin called G*MIC which has a ton of filters, one of them (antrioscopic smoothing under the enhancement tab) can make an effect kinda like this, but it would require a lot of adjustments to the options, and even then probably a lot of manual work and other filters.
