He is trying to find something worth fighting for in the Apple or something to invest in. He loves to push people and is quick to anger. From what you're describing, I'm not getting a good picture of the character. On the one hand, he looks happy, and is a bright mid, but on the other he is quick to anger, paranoid, and is randomly depressed. Try and come up with something a little more cohesive.

I appreciate you giving this another try. The quality here is much higher than your previous attempt. What we're looking for in a backstory is information from the character's past which reveals details on how the character responds to various situations. If this were the backstory for the aunt you mention, it would make a lot more sense. If you could make it a little more of an oversight of what has happened so far in you character's life, and the decisions she's made rather than one specific situation I don't see any reason why I couldn't approve you. Some questions you might want to answer are where she came from, her strategies for overcoming conflict (not necessarily combat), and what her plans are for her future.
We're not huge fans of dead parent backstories, and yours raises some questions in particular. How was his mother exposed to that amount of radiation in a vault?
What experiments do you refer to?
How do you plan to have a character survive in the harsh wasteland of New York with dementia and a vulnerability to the sun?
What is the point of including the crazy plan when the vault was just opened?
New Jersey is underwater, we'd prefer if you picked an unspecified vault outside of New York to have him emerge from.
We want more of what your character's motivations and what has made him what he is in your backstory, rather than a jumble of attributes. It's an interesting character, please re-write some of those details and resubmit.

I was with you up until this point. This section smacks of RP you've done in the past with this character, which I fully support, however you're going to need to strip several parts from your backstory ranging from towns which don't appear in our canon to her sudden, immense gain of wealth. Your backstory also raises several questions which aren't answered, the first of which is why she can't find a sister whose name is spread across the waste. I'd love to see a reworked version of this which is a little more conservative and is more in line with the details of a character who would just be starting out, and how she wound up in New York I'm going to turn you down, but you're welcome to revise and reapply, and I'm sorry it took so long for us to get back to you.

I've RP'ed a LOT over the past few years (been into it since I was 11) in games such as WoW at first, but then moved on to more advanced means of roleplay (I attend D&D meetings fairly often, which are a blast). I think I started roleplaying in minecraft around two years ago, and have since played on multiple RP servers such as LotC, Heroes of Galderon, and Rise of Kings (those are the only ones I remember, there may have been others).

He has fairly light brown hair (the same colour as his eyes), with an almost non-existent beard due to his obsession with remaining as what he deems 'clean', though strangely that does not extend to mud, as he's often caked in the stuff.

Oddly enough, his personality somewhat contradicts his appearance. Whereas most people would peg him down as a rather simple man who wouldn't know the difference between a bottle of skooma and a way to get arrested (quite possibly because there is none), he is in fact a remarkably intelligent young man, especially considering that the closest he ever got to a 'formal education' was learning how to shove small animals off cliffs in the hope that they would die, granting him and his family food for the night. That being said, despite his logical mind, he often acts irrationally when faced with anything he does not favour, usually concerning violence against him. His irrational, and partially idiotic, behaviour has led him to develop a rather unpleasant complex, specifically a fear of rain. Should the skies open, you will usually find him screaming his head off while running in search of shelter.

*Panting with exhaustion as his weak legs ran through the forest, Luthian stopped for a small moment to catch his breath, which he lost roughly ten minutes ago*

Turning around, he watched in horror as the rain began to fall. Backing desperately into the darkness of the cave, he waited for skies to clear once more.*
Background:
As with most Breton's, Luthian hails from the province of High Rock, in Tamriel, a land that he hated almost from the day he was born. With the majority of Tamriel still plagued with the horrors of war, his childhood was an unhappy one. His parents were seemingly agoraphobic, or at least wanted nothing to do with others outside the small family home. This isolation led to Luthian being extremely miserable throughout his early life, until, at the tender age of 11, he realized that if he ever wished to experience the joys of life he would have to become less closed off to the outside world. That being said, his parents did not share his optimistic attitude, due to their fear of exposing themselves, and their son, to the despair of the war that was raging in cities throughout Tamriel.
Despite his parents unwillingness to let him venture outside on his own and experience the world for what it was, be it bad or good, Luthian was determined to keep himself occupied, which he did through the means of hunting in the nearby woods with his father (which he was abysmal at, but none the less kept him happy). Sadly, even his falsely cheerful outlook on life in High Rock could not stop his mind from being twisted from the countless dreadful occurrences throughout Tamriel, most of which he heard of rather than witnessed. This created a peculiar being, with Luthian's appearance and outlook being that of a bumbling, smiling fool, while in his mind he was a thinker that could be considered as 'damaged', or even cold-hearted. His condition worsened during his teenage years, until he was struck with the second major revelation of his life. He knew that he could not carry on living in the oppressive, though relatively safe, environment of High Rock, and he knew that the other provinces of Tamriel fared much worse. From this, he came to the conclusion that he had to leave Tamriel, or risk becoming like his parents, fearful of others with no reason other than superstition and hatred.
When he heard of the ships travelling between Tamriel, and the continent of Akavir, he knew that he had to be on board, else he would risk losing his sanity. After a whole night of begging his parents to flee and take him with them, he gave up, they were too afraid of the outside world. The next day, with no money to speak of to his name, he resorted to the dangerous task of sneaking onto one of the ships by himself, which he barely succeeded in doing before it set off. The journey to a new life took months, most of which Luthian, now at the age of 20, spent starving, barely scavenging for food without being noticed. Indeed, his 21st birthday, which was not celebrated back in High Rock, came a mere two nights before arriving in Akavir. When the vessel finally arrived in the city of Abel Mon, Luthian quickly scrambled off the ship as quickly as his starved body would allow him, into the city's streets. His new life had now started. With luck, it will be a better one.
(Little side note, thankfully Luthian did not have to resort to the evils of Skooma during his long, lonely voyage. Remember kids, Skooma Kills.)

After a whole night of begging his parents to flee and take him with them, he gave up, they were too afraid of the outside world. The next day, with no money to speak of to his name, he resorted to the dangerous task of sneaking onto one of the ships by himself, which he barely succeeded in doing before it set off. The journey to a new life took months, most of which Luthian, now at the age of 20, spent starving, barely scavenging for food without being noticed. Indeed, his 21st birthday, which was not celebrated back in High Rock, came a mere two nights before arriving in Akavir. When the vessel finally arrived in the city of Abel Mon, Luthian quickly scrambled off the ship as quickly as his starved body would allow him, into the city's streets. His new life had now started. With luck, it will be a better one.
(Little side note, thankfully Luthian did not have to resort to the evils of Skooma during his long, lonely voyage. Remember kids, Skooma Kills.)
