are you running the command in a command block? if so you might want to make sure command blocks are enabled in your 'server.properties' file.
do you have the 'essentials' plugin? or any other plugin that might replace the /give command? if so you can try putting 'minecraft:' before the command. Like so:
/minecraft:give @p minecraft:spawn_egg 64 93 {CanPlaceOn:["minecraft:diamond_block"],display:{Name:Light_Blue}}

I've been wanting this in the game for a while now, and I think it would be a great addition! Obviously, you can have relative positions when it comes to coordinates for entities, including armor stands, but I think that you should be able to add a relative position when positioning an armor stand with a command, so that you can change an already existent pose, instead of having to make a completely new command to change it. The ~ parameter would still work in this scenario, so it would be easy to use because that's what the symbol for relative coordinates already is.
What I mean is this:
Pose:{LeftArm:[~100f,0f,0f]}
So instead of setting the left arm to be at 100 out of 360, it would add 100 to the position the armor stand is already in. This would allow you to make animated armor stands very easily by having a command block that repeats for a bit to change the armor stands position to something and having it do it slowly, with a factor of like ~2f so that it only moves by 2 every tick, but if you have the command running for a couple seconds, the arm will have moved gradually from it's starting position to the next position in a very smooth fashion. I think this would be a great addition and would allow for a lot more creative freedom in adventure maps or just having fun messing around!
If there is already a way to do something like this, I could not find it anywhere on the internet and have been searching for years and there has never been a simple vanilla solution I could find. I know it seems like a minor change, but I think it would improve a lot of things and map builders would be able to make more engaging and realistic experiences for their players!

I created a 3D online tool which allows people to easily create interactive, animated armorstand structures!
This tool includes an easy-to-use animation timeline with keyframes, interpolation, and easing, as well as allowing you to easily create complex structures with armorstands and rotate blocks on armorstands' heads by their centers.

You said everything, totally agree.
While I do like the updates thus far and understand that people don't like change, I do think a couple things are being handled poorly with the combat update.
Primarily the lack of attacks on the off-hand (meaning can't keep a sword in the off-hand to fend off monsters that interrupt your mining), the complete removal of defending with the sword to encourage use of shields (as opposed to a simple rebalance), and (one that annoys me most) the inability to use bows from the off-hand, meaning righties are forced to do left-handed archery and vice-versa.
Seriously, it'd be so much easier to switch arrow types on the fly to select them with the main hand and use the bow on the off-hand.
So yeah, it's partially people disliking change, and partially valid complaints.
In the settings you can change what the "Main Hand", meaning you can shoot with a bow in the left hand and the right hand becomes the off-hand.

In this game, it prevents you from being a turtle and staying in one location. The world border moves 1-4x each and every day! You cannot build a long term base, and you have to bring everything with you!

Immediately I noticed the version you had was 1.1 and not the latest 1.8.1. I will upload a new schematic soon for people to use, as a lot of bugs were smashed since 1.1 (example: death on start).

I, Aubinator, am a true Canadian. For this reason, I will be raising money specifically for the IWK Hosiptal in Halifax, NS! I have 3 young sons and I hope they never have to go to the children's hospital there. I know of many families that have and they spoke very highly of the hospital! It is for these reasons (Being canadian, having children of my own, and knowing the quality of care that the IWK already gives) that makes me want to support them further with this charity run! The game will be Minecraft. Sure. Why is this different from any other Minecraft Marathon? We'll be HEAVILY modifying the game with variety mods. As well, we are sending the players through an epic story line! THE STORYLINE SHALL BE READ BEFORE ENTERING THE SERVER IN ORDER TO MAKE SENSE OF THE PLOT! When joining the server, you will be placed in the lobby world. Upon leaving this world (through the drop pods), you will enter spectator mode. In spectator mode you will be allowed to watch the action as a ghost – unable to interact with the blocks around you. With a minimum donation of $5, you will then be allowed to interact with the world and join the Survival World as a survivor!
All donations are cumulative (meaning previous rewards for lower amounts are included in the higher donation range).
If an item is unavailable due to a missing mod in the mod pack, an item of similar nature will replace the below items

Current Location: In the vicinity of rogue planetoid K22, in the Angel Constellation.
Charity's primary assignment is to provide aid to isolated colonies.
However, several weeks ago, our sister ship, the Explorer Class vessel UNSC HOPE discovered a rogue planetoid, named K22, previously uncharted in this sector. Upon further investigation, Hope's command AI, Firefly, identified unusual radioscopic telemtry within the vicinity of K22. Shortly after Firefly's final report, all communications with Hope were lost.
As a result, Charity has been dispatched to conduct the following mission objectives:
1) Investigate unusual radar telemetry last repsorted by UNSC HOPE.
2) Ascertain whereeabouts of UNSC HOPE.
3) Study and catalogue previously unknown minerals, compounds and ores identified by UNSC HOPE in and on K22.

Current Location: Sea of Catan, K22, in the Angel Constellation.
Day Two begins uneventfully.
The area surrounding camp is nondescript. There are some interesting examples of local flora and fauna, bu nothing that hasn't been discovered elsewhere, in similar fashion.
Embarking on the 15 mile trek, the group discovers great veins of quantum ore throughout the region. On request from the lab on Charity, samples have been collected, and efforts have been made to explore the variety of potential uses this new ore might yield.
Upon reaching the location where the signal is believed to originate, the team finds a deep cavern. As they carefully begin their descent, there is a slow, but steady thrum heard from below. It is reminiscent of the low idle of electronic circuitry, but that would be impossible on this uninhabited rock.
As they reach the first of many steppes, they hear the sound growing louder. Following it down a dark and winding path, they arrive in a small, carved room.
Recessed into the wall at the far end is some kind of portal, the manufacture and purpose of which is a complete mystery. It is evident that this is the source of the signal, but without knowledge of the content of the message, nor the orgin, it is only more fuel to the fire that is this mystery.
Logging the coordinates, the team continues to explore the area, but no other objects or evidence of any kind are discovered. A variety of known ores are found alongside the veins of quantum ore. Samples are taken to be utilized later.
They make the journey back to base camp, and record their findings for log upload to Charity.
