Yes this looks perfect and should give you plenty of room for future upgrades while still staying within your budget. Could also always go with a cheaper 970 as well to bring the price down a bit.
Oops haha I mistakenly chose the corsair psu. Meant to select an evga of the same wattage. Might be a good safeguard to go for a full sized board with sli support as the 970's are very popular for it. He'll need a new psu if he ever does go for it however.

This was all a horribly painful read. If you're afraid of applying thermal paste you shouldn't go near liquid cooling... You've shown you're not familiar with any aspects of what it is to build a computer so unless you have a friend that does to hold your hand through the process, I wouldn't bother with it. You're building a machine that can play the newest titles in 4k to play minecraft at 1080... It's all very pointless. Our budget is $1000... Lets see here... Easily build a very powerful pc that can run minecraft maxed out with shaders or buy the lowest tier alienware available... I know!
