This whole suggestion kept revolving around "the nether needs an ore to make it liveable", which is a completely invalid reason in terms of ore. If another ore gets introduced in the game, it should have more flexibility by offering a LOT more uses than just being tools and armor like the existing ores have. This doesn't include Lapis.
Just because something is your opinion, that something is not gonna always help the suggestion you're making. Sometimes you gotta go beyond simple opinions and run the numbers to really add to making your suggestion likeable. It doesn't seem likely that Jeb is gonna give us a nether ore, and if minecraft ends up getting this, I'll come back and apologize, but this idea doesn't seem very popular. Maybe something like this wouldn't be as popular as you think if it existed. Why not find a mod to give you this?

If people seriously can't find diamonds underground they are doing something wrong... I rarely come back from a mining trip without at least one diamond.
People will just build the platform you described and go AFK when they sleep or something and come back with 40-50 free rare drops... how is that not overpowered?

ever feel the need you want something but don't feel like mining? that's where sky drops come in. how do you get the sky drops? you must build something to make it happen. this is what you must build.
pretend the wood is stone bricks, and pretend the diamond ore in the middle is obsidian that is 2 blocks high. then you stand on the obsidian for 10 seconds looking straight up, then you get the sky drop.
the sky drops randomize between a diamond, magma cream, nether warts, or a weaker diamond that is more blue looking. you have to wait 10 minutes between drops
