Wasteland mod is being setup for download right now. It, however doesn't have cities due to lack of permission but almost all the structures in the mod are kept. It will be standalone so you don't need JNBT anymore.
it looks awesome! Mind if I ask what your plans are? do you plan to add more spawn structures? remove structures? Will we get to see the large cities again? or can we look forward to someones abandoned bunker?
Either way, I would love to help with ingame structures. I haven't the slightest on HOW to make them generate, but would be more than excited to build them for you
I have plans to get rid of JNBT library and make it a standalone mod. I plan to actually keep the cities and slightly improve the customization of the wasteland itself. (Also allow for custom biomes in the config)
Just FYI. the source code linked in the main post is outdated (version 1.3.something) and you can find the source code for version 1.4.4 here.
I would, however, recommend a complete rewrite of the mod. The souce code is a complete mess, but it might help you getting started.

This looks like it could be a cool mod. One suggestion though, in the Blue World, make the sky a little darker. It makes my eyes feel strained and I might not be the only one. If this gets to a usable point, I would be more than happy to do a mod review of this mod.

This is the Blue Sky mod for Minecraft
This is my first ever mod i have done and i have worked on this for a while to improve it and to make it look good.
The Story of me Coding my first mod: (you can skip this is not important)
This is also the first mod i ever posted and showed to the world. Like every Coder they start out making some basic blocks and basic items and than Expand from that. What i did was actually expand on what i already had in Minecraft and made it much bigger. With the help of ForgeAPI i was able to code my first mod into minecraft in a matter of weeks. Of Course i could not do this alone with the Help of my Friend TheGreen15. We both known each other for a long time and we thought this was a very good idea. I was the coder and he was the Texture designer. We both had a lot of work to do, Coding was just the simple part. Cause before i actually wanted to code in ForgeAPI I actually coded in ModLoader. It was a very basic way of coding. Sooner or later i wanted to make tons of blocks and items but Modloader could not handle it. so i thought that i needed something better, something that did not limit me to just a few basic and a few advanced things. I actually when to find something that would Help me and it was ForgeAPI. This thing did not hold be back as much as Modloader did and i was actually free to make blocks and items to my content. But i felt like I could have done more. I went into more advanced stuff like Gui's, Dimensions and mobs. This is when the actual project came in shape. I first released the 1.4.7 version thinking it was good enough to call a mod. People liked it and it gave me and my friend the motivation we needed to keep updating this mod. Sooner or later there was a random person that wanted to join our team. He told us that he knew how to make music. This is where the fun part comes in. We accepted him in cause we never had anybody want to join our team. The music he made was epic and i actually tried to find a way to put the music inside. The solution to that was actually making music disc for the mod. People like it even more when we actually got the 1.5.2 release done. We thought for a while and we are still thinking up to this day what to add and what to expand on. This release is where the People come in. we need your Help to tell us what we should add into this mod. ........................................................................................................................................................................

Blue Skys is a mod that adds in 2 dimensions. The Dark World and the Blue World. Both Worlds cannot be obtained in survival do to lack a creativity, thats were the people come in. Any ideas for this mod will be accepted as long as it is actually worth adding and also don't ask about the bow X3.

I have plans to get rid of JNBT library and make it a standalone mod. I plan to actually keep the cities and slightly improve the customization of the wasteland itself. (Also allow for custom biomes in the config)
