OK, so I tried out the command after using the /summon you gave me, and I found two things: first, you don't need the Count: bit, 2nd: that is technically not the ID of a potato, it is actually minecraft:potato because all ID names actually have "minecraft:" before them, though commands usually don't care, but since this is in the data of an entity everything has to be typed out perfectly how it actually appears in the game's code.
So the new command is this:
/testfor @e[Type=ArmorStand,CustomName=Cooker,r=1] {HandItems:[{id:minecraft:potato}]}

In the USA, you really should tip the waiter as it is the only way they can earn money, but it is not part of the law. However, pretty much everywhere else in the world, tipping the waiter is basically unheard of outside of TV, as the restaurant pays them for every hour of work.
I heard a story about someone who came to New Zealand who didn't know this, so she left some money on the table of the cafe and then left, but then a waitress ran after her saying "You left your change behind!" because tipping is just some weird foreign concept here.

Really? I tried it and it worked for me. I think you might've accidentally copied part of the formatting of the text, as I just noticed that the [/i] bit was visible, even though it was a bit of code which should've been invisible...
Try this:

Using cracked Minecraft is exactly the same as stealing a brand-new car.
It is still the full thing, it is 100% what you would've got what you have paid for it, but you STOLE it. You stole it for free when they needed money for the hard work they put into making the car/game.

Try using RootVehicle:{Entity:{id:Skeleton}} rather than Riding.

You forgot to add the selector (the bit that is either a player's name or something like @p) Also, there are spaces between things, not commas (,) Also, at the HandItems: tag, the brackets are unbalanced.
Try this:
/testfor @e[Type=ArmorStand,CustomName=Cooker] {HandItems:[{id:"potato",Count:1b}]}

I don't think item names work for anything else but plain text.

Or, more usefully, so can armor stands. But then again, you'd need pistons to make them move...

Do you have any advice for finding the exact spawn chunk boundaries in singleplayer survival? Also, you might want to update the tag at the top of the page; it still says 1.9.4

No, he didn't mean 1.10.1, and yes, we don't have any idea when 1.11 will be released. Not even Mojang does. It will be released when it's ready, and jeb_ thinks that the spawn egg variants will be added back in 1.11 or 1.12

I think the early-game is hard enough as it is. No support.
"But what about the late game!?" you may think. Well you do realise that both early and late-game players face the same mobs! (that is overworld mobs. Early-game players shouldn't be in the nether or end yet.)
Also, remember that there are a lot of people that already suck at PvE combat, and Minecraft is an all-ages game about placing and breaking blocks, not about being Dark Souls: Sandbox Edition.
