I've been playing on a 1.16.4 public server with several things disabled such as
-Most mobs ai (villager ai is not disabled)
-Hostile mobs spawning
-Villager breeding
-Pillager raids
On said server i've builded a town with villagers around it for trading (stuck in a cart) thing is while moving i ended up hitting them causing prices to go up and now im trying to fix their prices
Giving the context i had few questions about villagers
-If villagers stuck on a boat/cart will they still restock their trades?
-Does gossiping still works if they are far away from each other?
-Since zombie ai is disabled i can't use zombification method however if i get a naturally spawned zombie villager (in igloo) can i use them instead ? (their ai is not disabled apperantly)
-Not really villager question but if i give an any armor to zombie villagers would that stop them from burning in sun?
EDIT (forgot to add) - Would fire resistance potion work for zombies? (for sunburn)
Any help would be appreciate it also im not native speaker for the mistakes on this
Im not sure but i don't think villagers ai is disabled they still move around talk interact with their stations and you can trade with them its just their breeding is disabled
Like i said its not all mobs its mostly hostile ones and new mobs such as turtles polar bears foxes etc.
Update: Using zombie villager from igloo works for zombification however now i have an another problem :/
When the area is claimed it seems they can't hurt the villagers it's doing attack animation on villagers but its not hurting the villager so i had a question if
-Is there any way to unclaim only certain part of area inside your claim? Like with subdividing or something
or
-Is there any way to remove villager protection inside your claim so mobs can attack zombify them?

I don't know what type of server you play on, but it sounds to me like smp with the ability to claim a certein amount of space.
I believe, that the server uses a plugin wich prevents some types of mobgriefing in claimed arreas.
Can creepers blow up your claimed land, can enderman pickup blocks?

If the mobgriefing is disabled in your claimed area, you have to do the zombiefication outside of it.
That should work. But you have to keep your locations secret.
This area claim stuff is probably used to prevent player griefing in the first place if i'm not mistaking.
Shovel and stick are probably used for plugins like worldedit.
(maybe worldguard?)
This isn't unusual and shouldn't cause problems.

Honestly I'd say run as far away from that server as you can and join a realm instead, but if you want to stay I guess you could cram the villager in a boat

As a server owner, Villagers are terrible for performance, although I don't go to the extent of disabling hostile AI (I lowered the spawn range and ammount, in a way to keep the same density but nearer to the player).
Also made a datapack myself that disables diamond tier Villagers AI for 5 minutes but activates it in the last 10 seconds to allow restocking. Before that, Villagers were responsible for 14% of the lag over all the other things, including chunk loading and other plugins.
I can assure you realms would be even worse in terms of performance.
About the protection, do you know which plugin do they use? Search the command in google, I.E /claimchunk claim, /chunk claim /claimland, /protect, click with a golden shovel, etc.
You will find the plugin and its documentation/wiki, search if it's possible to enable mob-griefing or something similar.
But if they used the mobgriefing false gamerule, there is nothing much to do, more than ask the admins, depending on their response (They tell you exactly why, or they tell you to shut up) I wouldn't play on that server.

If i wasn't mistaking in my post above the server runs on difficulty normal. (50% chance zombification)
I can't say if most of 3rd party servers are bad.
The first server i joined was bad, the second server was the best i have seen. (both citybuild)
The good one is SecretCraft, a german citybuild server.
Instead of plot merging, they have a city system. Which means you can trade with a mayour about plot sice in his city.
(but they do have build styles and city rules)
To become a mayor you have to win a weekly auktion, where you can get a new city or an existing one.
If a mayor is absent for too long, his city gets expropriated.
(same with plots in citys, if the owner doesnt reply)
They are used to play with non german people, a very good community i must say!
After that i only played on "anarchy servers", i expected them to be bad but some of them run actually suprisingly good,
when you consider they have barely any rules.
For anarchy like experience i like Constantiam and Purity Vanilla. Both have downsides.
-On Constantiam you have to "sign up" and declarate why you want to play.
(I answered: It is my duty to convert all evildoers to jesus ...what the [CENSORED]?! Why would i need a reason to play a blockgame?)
-On Purity Vanilla you are confronted with a queue. It's not that bad as 2b2t's queue. They have parkours and you can get fishing rods, to become a very rich que-[CENSORED]
There are of corse a lot anarchy like servers you can just enter and start playing, but those 2 i enjoyed the most.
The only server i can't judge is minecraft earth. I just spend 1 evening there. But they have an interesting concept.

@Eltodofull Looked at it before but everything that can help me is either disabled or i don't have acces to it but yeah im just doing it next to my claim and move the zombie inside my claim when im going to log off

I think villagers need to exess their workstations to restock their items but i could be wrong.
Sleeping isn't necessary, the just need beds to breed.
Yes you can use the zombie villager from the iglu.
On difficulty hard the infections works 100%, normal 50% and on easy it doesn't work, if i am correct.
If you give a zombie a helmet the zombie won't burn but the helmet will lose durability and eventually break.
I don't know how gossiping works, i never tried to lower their prices efficiently.
About the ai, was it disabled on porpuse or does it just not work? Have you tried to move them with waterbucket?

It's disabled on purpose due to lag they just don't attack to villagers but i'll try
I am sure the villagers need their ai to work to restock items.
It's probably included in their pathfinding algorithm.
