As a matter of fact, NOTHING in the outer ring of the 5X5 area around the enchanting table interferes with the bookshelves there. Only things in the 3X3 ring just outside the enchanting table block the bookshelves.
The left table in my screenshot gives a level 16 enchantment, just like the right one.
What do you mean by "I can't get to do enchantments over level 14..."
Post a screenshot of what the actual enchant window looks like when you put an item in there. I.e. an iron shovel.
My setup in this world has exactly 15 shelves. You can see third row showing lvl 30. But as I have no lapis in there, they are all greyed out.
You saying your third row only shows lvl 14?
My second image is from creative with only 7 shelves, that gives me 14 on the third row,
Try following:
Clear everything out. Table, shelves, all.
Prep a nice 5x5 platform that does not involve dirt/grass. Put table in center. Check enchant levels it gives you, especially 3rd row. Start placing bookshelves on the perimeter one by one, and checking your enchant levels after each placed shelf. If you place a shelf, and levels don't change something is wrong with that placement.

My experience is 6 and it doesn't allow me to do anything over level 6. I didn't know that...

When your level is 10 then is lvl 30 shown anyway - it is just greyed out

That _is_ confusing, it looks perfectly ok.
Checking the Enchanting Mechanics page it would seem it's only counting 4-6 bookshelves.

A full table requires 15 Bookshelves.
This is the default lvl 30 setting:

It's a full ring, except for the entrance I made right next to me. There are 20 bookshelves...
What Minecraft-version do you play?
Do you use mods and/or playing on a server?
Create a new Singleplayer world in creative and build the default Table - is there the same issue?
It's version 1.16.2
I'm playing Single player in survival mode.
And does it work on a new world in creative?
Have you actually enchanted anything?
Just to see if that "shakes it loose"?
Just throwing out ideas, not really expecting any joy, even 8 bookcases should give you a minimum of level 16 in the bottom slot.
Could you post a screenshot of the enchanting interface?
(Move the cursor off the item you placed so that it's tooltip doesn't block anything.)
I don't think you answered whether you were running any mods?
How about texture packs? (Sometimes they obscure or alter the interface.)
If you have any then try it without.
(Obviously don't try running the same world without a mod you were using, that might mess things up.)
And TileEntity is right, test it on a different world and see if you get the same result.
