I usually cover the entire floor of the dungeon with torches, replacing them as I mine out the mossy cobblestone. That usually works to keep them from spawning.

BTW is it possible to find a spider jockey from a spawner?
I would guess yes based on what the wiki says. It says a jockey is just a spider spawn with a 1% chance to add the skele. If all the mob spawner does is churn out spiders I don't see why not.
I always have a bucket of lava with me. I just dump it in there, which does two things: kills all the current mobs, and puts out enough light to stop them from spawning. That way I can go in and put torches around and destroy the spawner.
Just make the dungeon bright enough. it doesn't need to torches on it. as long as the dungeon is lit up it wont spawn them. even if theres one spot dark enough they will spawn on that spot. Just make sure EVERY spot is lit up

I was once told to place opaque blocks around the spawner. This apparently is supposed to prevent mobs from spawning. I don't know if that's true or not.
Opaque blocks completely covering the spawning range (roughly 32 by 5 by 32 if I remember right, or 16/one chunk in each cardinal direction and 2 blocks up/down) will work, but it's better just to light up all the air blocks with light level 8+ including air blocks. So light up the floors AND ceilings and walls or the dungeon and all caves within 5 seconds walk of it. Or fill it with water if that's easier, dungeons still need air.
About 8 torches in the dungeon itself is usually enough if it's square or 6 if it's rectangular, although an extra one on the spawner in the middle is useful for calming your nerves.
You want a real challenge, try fixing up a blaze spawner. Those require consistent light levels of 12 and this is hard in the open Nether since ghasts can destroy most light sources (open/glass-less lava lamps are useful but risky).
Silverfish spawners are also a challenge because of how large end portal rooms are and the danger of existing lava in them as well as nearby rooms which may be quite dark. Silverfish being small also means they need fewer dark air blocks to spawn.

It's nowhere near 16 blocks out from the spawner, the Wiki claims 4 blocks out so 9X9 blocks, 16 blocks is how close the player has to be for the spawner to spawn mobs.
And it's only 1 block up/down.
Cage spawners generate mobs on the level below the spawner, the same level and the level above.
Most mobs need a 2 block high space to spawn in, 1 block high mobs can spawn in a 1 block high area but only if the block above is transparent.
(So, for instance, blocks at the same level as the spawner will block spawns at the same level and below. And if you haven't dug out the floor then a layer of blocks just above the spawner will block all spawns.)

I wouldn't destroy spawners. You can make traps and use them to get easy items like a auto xp killing trap to get free xp.
