So a few weeks ago I built an Enderman farm with this design:
And now I'm running out of harming arrows. I want to fight the dragon to get more dragon breath but I thought to myself "Isn't the dragon gonna wreck the farm?". I panicked and panicked and now I have nothing to do. Is there any way to prevent this?
Also, if I build a farm with this different design:
Will the dragon be attracted to blocks over the void?
Only solution I can think of is to tear it down, build out over the Void around 50 blocks (so the dragon won't fly there, use end stone/obsidian just to be sure) and rebuild it there.
Or, cheat and turn mobGriefing off for a Dragon fight.

Watch out for the crabocalypse. Some say the day will never come. But it will.

If you'd like to talk with me about other games, here are a few I play.
Team Fortress 2
Borderlands series (Borderlands 2 is my favorite game, ever. TPS combat is a lot of fun and makes up for the lower-quality story, in my opinion)
Elder Scrolls series
Warframe (IGN is something like That_One_Flesh_Atronach)
Pokémon series (HGSS forever)
Rocket League
Fallout series
Left 4 Dead 2 (Boomer files always corrupt though)
SUPERHOT (SUPERHOT is the most innovative shooter I've played in years!)
Dead Rising series (Dead Rising 2 is one of my favorite games, and the 3rd was a lot of fun. 1st has poor survivor AI and the 4th is bad)
Just Cause series
Come to think of it, I mainly play fighting-based games.

So the dragon wont and can't fly over the void right?
He won't actively seek out the farm and kill it. It tends to be attracted to players and stays around the island. If you build it far enough away that mobs don't spawn on the central island, this will also make it extremely efficient.
Or you could stop wasting time crafting harming arrows and just make a better enchanted bow. The tipped arrows really don't seem to be worth the trouble to craft them. The potion effect is so nerfed that it's a poor return for the time, effort and resources you put into them.
But it's your time to waste, so if you want to keep doing that, building your enderman farm out over the void should be fine. The dragon will not be attracted to the farm. It tends to stick around the area of the healing towers, and only actively pursues players.

Not intentionally. Go out 50+ blocks using end stone or obsidian to be sure, though.

The Lockheed SR-71 Blackbird would be able to cross the entire Minecraft world in just shy of 17 hours.

So I guess I'll do the second design?
