A salmon spawned in the water? Yeah, that happens sometime. I like to use 1-2 source blocks of water held above a sign as a water brake at the bottom of drop tubes to quickly and safely get down into mines and other deep places. I've had squid and fish spawn in there, luckily no drowned yet, but I think they need a solid block under them to spawn, thankfully.

Drowned can spawn in mid-ocean (not necessarily on the ocean floor) but they will not spawn in land biomes. Only in ocean/river/swamp and other watery biomes.
If you were building under the ocean, you could still prevent them from spawning in your waterways by keeping the light level up.
I do a lot of underground bases, sometimes they pass under rivers etc, but that's a good point, I don't think I've actually built a water drop in a river biome yet. A few in ocean biomes as entrances to under-seafloor bases or things like guardian grinders, but I do tend to install them next to a jack-o-lantern so the light level should be high enough to prevent Drowned from spawning.
