You could say that about many other items; an anvil floats yet was made with 3 1/2 cubic meters of iron in less than a cubic meter (thus they are denser than the densest element in the real world), and items did sink before 1.13 (again, even including items that should float).
Nor do many items do what you might expect if you threw them in water (dyes should dissolve and color the water, lava should turn into obsidian, etc), many should also be relatively unaffected by lava, itself so dense you shouldn't sink much into it, and apparently cool enough that wood can survive indefinitely as long as there is no air next to it (even in the absence of oxygen chemical bonds still break down from heat).
Also, what is the density of stone (as placed blocks)? They can float in midair so they must have the density of air, at the same time, sand and gravel can float but also fall (to me there is nothing unusual about anything in the game that requires some explanation / lore, just game physics due to how it was coded).
