It's probably the easiest food to make a farm. Actually, you don't even need to make a farm. Just grab some jungle wood, put inside ur house, put some cocoa beans on it, chill for 5 minutes and bam! you have 3 times the amount of cocoa beans you had before.
Shouldn't it be a bit more hard? I know cocoa beans is not a really useful item, but right now its too easy to get tons of it! Despite the fact that it's very easy to find them in the jungle.
Aye, you need a wheat farm as well for cookies, and its better just to make bread anyways. Bread gives 5 hunger points( 2.5 hunger spot thingies) and cookies give 2, plus thats all that cocoa beans are good for.

Three wheat makes one bread which fills 5 hunger points total, but two wheat and one cocoa bean make eight cookies which fill 16 hunger points total. Cocoa beans are also a wool dye.

If I carry two stacks of wheat and one stack of cocoa beans with me, I can make 512 cookies, which heal 1024 points of hunger. It doesn't really take much farming. I made a survival world one time and quickly filled a double chest with cookies. There go all of my food needs for eternity...
The problem with Cocoa Beans is, that you get too much of something with so little use. They grow insanely fast and you only need 2 to get infinite Brown Wool(dyeing sheep and then breeding) and you can use your Wheat for better things than Cookies. They should grow at least 5 times slower, that sounds like a lot, but that's still faster than Wheat. Also, Cookies should have higher saturation than Melons and require one Sugar, one Wheat and one Cocoa Bean.

The food setup in minecraft is actually pretty clever.
For people who want to play on anything other than peaceful, but don't enjoy being hobbled by the hunger bar, cookies provide an easy, simple answer. You can make up a ton of 'em at once and then be done with that element of game play for real time days, focusing on killing zombies or building a legit Blade Runner version of Los Angeles.
But for people who want to make their play more complicated, more challenging, or simply more varied - they have other choices with a variety of efficiencies - so players can make food a big influence or a minimal one. You can hunt all over the bleepin map for carrots to raise pigs so you can eat pork chops day in and day out, wait for creepers to sneak up on you while you fish in the morning for breakfast, or prove that Steve can indeed live on bread alone - and each choice or variety of choices will require different levels of effort, impacting the time you have for building your 256 meter tall base in the shape of a statue of Lady Gaga with the custom battlebot arena in her decolletage.
Also, I think they are OP. Despite saturation levels, You get waaaaay more hunger points for cookies. (Also, have you noticed that Jeb or Dinnerbone are trying to change it from cookie to biscuit?) Anyways, They should grow a lot slower or wheat should grow a lot faster because my 64 piece wheat farm (I didn't make it like that on purpose) is struggling to keep up with the cocoa bean demand!
