Although of minimal use, beginners might find useful info. I might question the data on lapis ore, as it is listed elsewhere as over a much wider range and all the way down to bedrock like the other ores in that range.
I'm pretty sure I have found it throughout most of the range, (MC 1.7.10) but possibly it is changed in other versions.
The water bucket trick is useful for lava at anytime, as nothing hurts worse than being blown into a lava pool by a creeper when you're doing something else, so I harden all of it as soon as I come across it.
Also, the "levels most commonly found on" are just incorrect - I know that the majority of coal, iron, and gold that I find is found around layer 25 or so, as that is where caves are the most common, with a small decrease below and a much larger decrease above to the surface (see the link GeoFor posted, which includes a graph of air, which peaks at around 9% of blocks around layer 25, around 7% at layer 11 and 1% at sea level (around 2% if you discount water); note that this is for 1.6.4 and earlier as caves are less common in later versions)
In fact, you can't even find any coal at layer 128 (and how does one even find coal there when most terrain is well below this, and it supposedly is only found between layers 5-52?), or iron at layer 64 (when it is only found up to layer 54?); ores generate one layer lower than the maximum height shown in the Customized settings and the first few layers have much lower amounts than lower layers.
For all ores except Lapis, look at the default values for creating a customized world: any layer above bedrock and below max height minus 3 will do. For Lapis, go for just below the center height (in a large sampling I ran a while back, best rates were at Y=13).
More specifically, at Y=11 you're still within the good range for diamond and redstone (best rates are Y=12 and below, Y=13 is almost as good, while Y=14 and Y=15 drop off sharply) while being above the lava that starts at Y=10.
