Hey, I wanted to start up a Minecraft server and play with some mates. I did everything that everyone said to do to get it to work. Server works fine for localhost, ports open and forwarded, firewall done. But whenever I try and connect with my public IP it tries to connect for a while then I get this message: "io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused: no further information"
TL;DR... I have done this:
Port forwarded
Made firewall rules/exceptions both ways for tdp/udp
checked my port (canyouseeme.org) the port is open
localhost/internal IP works fine
eula checked lmao
server properties: ip = blank, online = true, port = 25565
I tried disabling the firewall, it didn't work
HELP WOULD BE FANTASTIC!
What about people outside of your network? Can they connect using your public IP? And can you connect from within your network using your local IP?

99% of the time timeout is where the connection to the server is not fast enough and then it timed out
it does not have to be your connection there are 3 areas that a connection issue can occour the servers the clients and the network in between
No they cant, read the original post. I said in it, I can use local host and my internal ip and server works fine, but when trying to use my public IP, it wont work.
I said in the post I port forwarded, those settings are fine. No anti virus. I said in my original post I made firewall rules and exceptions to allow java and minecraft free reign through the firewall. Internet connection is fibre optic and currently at 25MB/s dl and 10MB/s ul.
Running through ethernet already.
No need to get salty. You said *you* couldn't using your public IP, I was asking could they. But thanks for clarifying. Good luck with your issue.
Unsubing from this thread, but I'd checkout your NAT rules.
