I'm not sure what specs are relevant because I'm new to this but I found this for free and was wondering if anything can be done with it. I'll provide any info asked if it's needed
Can't find any other info on that server, but going off what you said...
Minecraft only supports 1 CPU, so the 2nd is useless for it.
Those CPU's only have 1 core each, and while MC servers do only use one core (AFAIK), the rest of the system will also have to use that core, and that won't be good for performance.
The CPU's run at 2.667 GHZ, which is alright, and if this was a dual/quad core, I'd say it would be fine. But because everything would need to run off a single core, I don't think it would do very well.
4gb ram is okay for a small MC server (dedicate 3gb, leave 1 for system, or 3.5 and .5 if you run a lightweight Linux distro), but since the rest of the server is old, I'm willing to bet the ram is slow, so i'm not sure about it.

Provided you use a Linux version with kernel version 2.6 or higher (so any modern distro will do), then yes, it should be able to utilize both. I believe it should also automatically allocate the processes amongst the two CPU's to achieve maximum performance, so I don't think you should need to do anything.

It'll like run like.. hmm, all the expletives I would use would get me a warning heh. Run like garbage. Maybe if you use linux on it as jtpetch suggested you'd have a better chance, but I wouldn't get my hopes up and I sure wouldn't waste any money on RAM upgrades until you test it first.
Going by the fact that the processor was released in 2003, and I cannot find a single site (including the official ark.intel page) that details it's supported memory, I'm willing to bet it's DDR1, though DDR2 is possible as it was released halfway through 2003.

And 4GB ram but there are many empty ram slots so I'm sure I can increase that

Actually it honestly wouldn't run that terribly.
I ran a small 5 person server on an old (ooooold) Optiplex machine I had for no explainable reason before...
Single core, 2.something (2.1 or 2.2 I think) GHZ
3gb ram because odd numbers are cool
Windows XP because that is the OS of the GODS
And it ran rather alright, provided I restarted it every 24 hours.
Granted, this was like, 1.4 or so, but still.
But yeah, more ram won't really help you here. You'll need a better CPU.
