BUT the thing is that it actually did not lag last time I checked. Only now it is lagging like complete crap. And my computer can't be the problem, its an i5, 4GB RAM, and its running Lubuntu. And it is not running anything else. I play Minecraft on another computer. So what happened any ideas?

With results like that, if you honestly have to ask, they you have no business running a server... Just saying.
Not to mention that is likely from a University or something of that nature, so running a server is basically out of the question. You most likely don't have access to the firewall to properly port forward.
Is it a hosted server or one you are running yourself? The latter of which should have zero lag for you.
Is it network lag or system bottlenecking? network lag usually comes in the form of delayed reactions, where as system lag is shuddering performance.

Spigot server with max 40 players connected.
Also, is there any bukkit plugins that will clear dropped items after some time?

Once you download The version you want paste it on your desktop.
Then Double click on it and click install.
It will install by itself
Next you go on your minecraft launcher and it should show Optifine {The Profile}

shi* yes. 79.55 upload speed is extreme. the server should run at 175 FPS.

That's not very good. If you are thinking of hosting a server yourself you should have 15-20 download and 10-15 upload at least.
