Issue: Decided to host a modded server on my second computer for some friends instead of paying for one. Went through the entire port forward process and was able to connect to a vanilla server on my laptop while connected to my phones mobile hotspot. With my success I stopped the server and switched to the modded version I had intended to host (Craft to Exile (Dissonance) if that matters), but was unable to connect to the server afterwards. Upon going back to the vanilla server I was still unable to connect to the server. Following multiple restarts of both server and computer, going through the port forward process again, and giving the port special permissions in my firewall settings I was still unable to connect.
Nevermind I apparently never had an issue to begin with. I did everything correctly, it is just impossible to connect to a server hosted on the same local network via public ip.
OS: Windows 10
Host Computer: Dell Inspiron 3650

https://mcsrvstat.us/ Shows the server as active and https://canyouseeme.org/ shows the port as open, but issue still persists.
Please advise.
Screenshot of port forwarding rules should be attached
