Make sure you stopped the server completely
(Check Task Manager for running Java instances and close these)
If it is not working, backup and delete the session.lock from your worlds-folder
I use scalacube as a host
I removed the session.lock and now my server says that someone else already use that port
Often that means a server instance is already running
