UPDATE: Using Craftbukkit instead of ther normal server-client fixed my issue completely, thanks so much to TileEntity for helping me out!
-I've tried looking through every forum, youtube tutorial, and article I could find about fixing this issue and I can't seem to find a way to fix this. So I'm trying to make a Minecraft server for me and my girlfriend to play on, and I don't want to just pay a website for hosting. I'm trying to run a 1.16.2 server.
Any time someone else tries to connect, they time out and disconnect after 30 seconds or so. I've seen this issue everywhere online but none of the "Fixes" ever actually fixed the problem
Here's what I've done so far
-Enabled Port Forwarding in both UDP and TCP (Using Xfinity) on port 25565
-Disabled Advanced security on Xfinity because that apparently interferes
-Uninstalled my Antivirus software just in case even though I have it set to where it can't block anything automatically
-Let Minecraft through Firewall
-Let all the Java Applications through Firewall
-Went into advanced settings for firewall and added the rules to allow connections for port 25565 on UDP and TCP for both outbound and inbound connections
-Verifying that my speed is good with speedtest.net, I'm running ethernet on a very expensive internet service, 500mbps download, 18mbps upload, 8 ping all according to speedtest.
-Restarted minecraft, server, modem and my computer.
-Verified that my IP address is the correct one, after all it is visible by my GF and by Canyouseeme
-Verified to see if the server log shows anything strange, it does not. It creates server, no errors, player joins, they get timed out and disconnect.
-Changed DNS primary settings to 8-8-8-8 because some random YT tutorial said to do that (the most recent thing I've tried)
I'll update this list as I try more things, but honestly, I'm pretty much scratching my head for answers here. any suggestions will help greatly. Thank you.
Ok I tried Spigot and nothing changed, but when trying Craftbukkit, the Minecraft server status showed that it was able to get a Cached Result, while originally it wasn't able to. I can't test this with another player right now, as it's 4 AM here atm, but I'll update the post if it works. Thanks much! This is already a lot of progress compared to everything else I've done.

You can try another type of Server like
Spigot:https://getbukkit.org/download/spigot
or
Craftbukkit:https://getbukkit.org/download/craftbukkit
