So before, what i was doing to get it working is go in cmd, type ipconfig to get my ipv4, put that in the port-forwarding ip , in the minecraft properties server-ip and then sent my public ipv4 (from searching on google "my ip"), and it worked. Sometimes the ipv4 changed so i had to do it again, but no problems, it was fast and easy.
Now after like 3 months, i decided to play with friends again on a server. I couldnt start it, i changed the ipv4 and nothing else. Didn't work. And only thing i suspect could be that i used MEMP to make a local website server so i can experiment with websites. But it doesent really make sense to have caused something like that..
I also tried hamachi, we couldn't ping each other.
I did also set inbound & outbound rules for port 25565 both UCP and TCP. Port forwarding has to be right as it worked before. There is a photo of that attached.
No errors happen in the console at start-up, and i can successfully log myself in via localhost / 192.168.1.2.
And yes, i had the server running while port checking.
Online minecraft server sites are just too bad i cant take the lag.

make sure your ISP isn't blocking the ports
1. Leave the server IP setting in server.properties blank.
2. Temporarily completely disable your firewall and try again.
