For context my Dad and I have been trying to set up a Minecraft server on a spare PC we have for precisely this purpose, we've followed the tutorials on port forwarding and allowed the Minecraft port through our router directing it towards the PC's IP, allowed java through every firewall on the computer (our bought one Kaspersky and the standard windows firewall) as well as added the "inbound rule" allowing the 25565 port as a TCP and UDP (I honestly haven't got a clue what this does but it seemed important for firewall stuff), java is upto date with both the jre and jdk versions, we've found our online IP and made sure its up to date with every attempted join but the only people able to join the server are those on the same wifi network. Every computer in my house hold can join the server but when any of my friends (and I've tried many to make sure its not just that individuals firewall) cannot join, they just keep on getting the "Connection refused:no further information" fail message. We've even tried to get them to join with every single firewall on the computer off (believe me that was a process) and they still got the same error. I'm at a bit of a loss as to what to try and "fix" next, there doesn't seem to be any forums with the same issues as this and we're struggling to find what it could possibly be if even with all the firewalls off they still can't join.

Thank you so much for your reply and the port forwarding tester site suggestion, we're going to go test that in the morning.
However simply uninstalling the antivirus software isn't really an option, not to mention we still encountered the same error even when Kaspersky was turned off completely.
That website was also updated 2 years ago which doesn't account for updates of either software recently. I'm sorry if I sound nit picky that's not my intention at all.
In the off chance that our port forwarding has no issues any insight you or anyone else has of work arounds or similar issues with a solution would be greatly appreciated.

2. If that doesn't help use canyouseeme.org to test your portforwarding.
