I want to make a multiworld server, I don't plan on it going above 10-20 people at a time, but I want us to be able to play minigames, creative, survival, ect. Is there a way to set this up? or not really? I don't want to make multiple servers/server networks for it either.
Your best bit is to go for a plugin like https://dev.bukkit.org/projects/multiverse-core which allows you to have numerous different worlds within a server. After doing so you are going to have quite a lengthy process in making sure that certain plugins only function on the specific worlds that the game mode is on.
You could use a plugin like world guard (https://dev.bukkit.org/projects/worldguard) to block commands and change gamemodes of players based on the world they are on. This would be done by defining region flags for each world. There are plenty Youtube videos explaining this.

(If you can, a bungeecord network with multiple servers is a lot more recommended. You could start off with one gamemode and work it up with multiple servers.)
