so I've spent the last few hours trying to figure this out and I've kind of hit a wall browsing through forum posts from 2013 on ends. My port is visible according to multiple port checking websites, ive tried using a no-ip server and yet none of that has worked, so i think there is something wrong with what im doing and how im launching the server.
edit: it works from localhost, just not public ipv4
edit 2: my test program on (port 2240) is being detected, and when I switch it to the server's port ((port 25573) when the servers not running) it is detected, however when just the server is running it is not detected
this is my latest log when I launched the server. everything seemed to be working from what i saw.

Do you have a local firewall enabled? Is some kind of other program (like an antivirus) running on the same server? Is the routing of the server right (eg. is it able to contact mojang auth servers?
if you are hosting the computer on the machine and can connect via ;localhost and the local ip but not the external ip that is totally normal as you are inside the network and not external to it
Well (s)he said that the test program works, so I'm supposing that port forward is working correctly. Either Minecraft is not listening on all ipv4 addresses or the port forward only works for ipv6 (and that would be very strange indeed)
