Hello all, so I have run a server on and off for a few years for my friend group, and it seems like every 6 months or so when we go to relaunch it, I have to go through the process of port forwarding from scratch/ re-sending everyone the IP as the old one no longer works. This time around it seems like nothing I do can get the port open and the server accessible. I have port forwarded but even when I set up a listener, no site seems to view port 25565 as open/ up/ listening, etc. I can connect to the server with my local IP but my external IP never seems to work. Server boots up just fine, is set to run at port 25565 and seems to run smoothly, the only issue seems to be the connectivity. I'm sure I've done something wrong either in forwarding the port or some firewall setting I never thought to check but quite honestly I'm out of ideas and would like some help. Thank you guys in advance, and be sure to let me know if there's any info I'm forgetting to add or mention!
Side note: When I start from scratch with a new server the same error occurs so I doubt it's anything in the actual files.

The highlighted part makes it sound like you're ISP is giving you a dynamic IP address and is changing roughly every 6 months. Which can and does happen. You'll need to get a static IP address or utilize a URL hosting service that updates your IP address in their system (typically need to install a small program on your computer that lets it know that your IP is still the same and if not, it'll switch it).

Temporarily completely disable your firewall and try again.
Just tried this, no luck unfortunately. Disabled BitDefender and then windows firewall.
