Win10 Pro machine hosting a server using Bedrock server 1.13.3.0 and Minecraft (Bedrock) version 1.13.1

Version of Minecraft: Minecraft Windows 10 Bedrock version 1.13.1 (One machine)
Problem: Hosting bedrock server (bedrock-server-1.13.3.0); can connect with other devices on my home network (phone, other PC, Nintendo Switch - all via LAN) but cannot connect with the Windows 10 machine running the server
Steps taken: Using cmd.exe (run as administrator) tried:
In addition to the commands you mentioned, you need to also do the following.
Check your hosts file.
Press Winkey+R to open the Run dialog and copy paste this: powershell -command "Start-Process notepad $env:windir\system32\drivers\etc\hosts" -Verb runas
It will open the hosts file. Check if you have anything configured on 127.0.0.1.
In my case after I installed Docker, I had this:
127.0.0.1 kubernetes.docker.internal
After deleting it and in Minecraft adding a server with IP 127.0.0.1 I was able to connect!
Note that unlike other devices in the network, the server will not show up in Friends tab. You have to manually add it in the Servers tab as mentioned above.

Tried multiple restarts, making a new server/world, enabling/disabling player whitelist, reloading...
Still cannot connect (or see the server) with the Win10 machine hosting the server, but can see and join it from my other devices on the same network.
have you tried 'localhost' or '127.0.0.1' as the IP?
