Hello and thank you just for looking at this, I appreciate any help in getting things to run.
This is a new install of debian 10 with Java 8 OpenJDK etc. all installed.
Minecraft server 1.14.4 loads and runs but it never shows up in "Friends" on the ipad which is connected to the same internal LAN. When I was hosting on windows machine this happened instantly. I am determined to make this work on Linux.
Debian is not running a firewall. I have looked at the ports and they seem to be in Listen mode...I can ping the server computer successfully.

I don't think this is the issue.. This is the same java edition bedrock server that was connecting while running on a windows machine JVM. The ipad client is v 1.12.1
Sorry that was a mistake, not bedrock, just the java server version
So it seems that both of you are saying that you can't run Java server 1.14.4 on a plain debian linux server and have it work to host players like minecraft 1.12.1 on an ipad ...

Java edition is incompatible with other minecraft editions.

You can and you did it. But you're trying to connect to it from a completely different minecraft edition. Only Java can play with Java.
