I tried my own fixes on this, but failed. So here I am too see if the community can help me out.
Myself, and a few of my friends, made a modded server. And we recently updated more mods, and reset the world. Now I am unable to join all together. So far only 2 people get this error.
-I am on the same internet/network as the server, and 2 of my friends. Neither of them have this issue. And 1 of them is using the same exact laptop brand and specs as mine.
-The other person having this issue is across country. But others in the same area as them do not have this issue. They only got the issue when we tried to remove mods and see if that fixed it.
The Error we get on the Server Logs is:
[Netty Server IO #1/ERROR] [FML]: NetworkDispatcher exception io.netty.handler.timeout.ReadtimeoutException: null
[Server thread/INFO] [minecraft/NetHandlerPlayServer]: (Username) lost connection: Timed out
[Server thread/INFO] [minecraft/DedicatedServer]: (Username) left the game

I already tried a few fixes:
-Deleting entire .minecraft folder and reinstalling everything
-Adding "-Dfml.read.Timeout=60" to our JVM argument on the server batch file
-Installed Random Patches Mod and set the timeout to max time limit (Though it clearly kicks us before reaching that limit)
-Removing certain mods, and going through normal testing
-Changing the Java Folder path to be the one in the C Drive rather than the Minecraft one
-Wiping my UUID from the server side
