I only run Minecraft servers on my LAN every few months. A few years ago, they were very solid and they shut down very quickly. Now it crashes often and it is slow to shutdown. Further to this, I find that it will often glitch out in the game where block will reappear immediately after I have broken them.
These issues have been getting steadily worse over the last couple years and the game is becoming unplayable. Can anybody offer any suggestions? Am I the only one experiencing this?

You're the only one experiencing this.
Try:
- Updating Java to the latest version. Or try using Server JRE(JAVA). Also make sure the Java release is version 8 only.
- Increasing RAM size. Make sure the RAM isn't over 8 GB (-Xmx8G) and you allocate it with at least 3 GB(-Xms3G).
- Try adding (-server) to your startup script.
- Lower the view distance in server.properties, if you're using Spigot do it in spigot.yml.
- Make sure that there isn't anything else taking up resources when you run the server on your computer.
- Remove any plugins that may cause lag.
