i recently started a vanilla java minecraft server for my friends to join. they were able to join for about a week, however when they tried to join today they couldn't connect to the server and they got this message java.net.ConnectException: Connection refused: the only thing that had changed was i upgraded the server from 1.14.3 to 1.14.4. when they couldn't connect i downgraded the server to 14.4.3 but they still couldn't connect. i have reinstalled the server and redid the port forward on my router but it didn't work. Although i can connect to the server through my permanent ipv4 address but that only works for computers on the same network as the server is running

Did you update Java as well? Be sure the version of Java you are using is allowed through your firewall.
