I've been having extensive troubles recently with trying to run a vanilla Minecraft server from my PC. I had a server running on one PC completely fine with no lag for several days, and one night while I was sleeping my computer crashed. After starting up the server the next day, the server would only run sometimes. I have all of my porting and firewall configurations figured out (it was working fine before), but now the server only lets people connect sometimes, in 5 minute intervals. When it stops connecting, the server always said "io.netty.channel.abstractchannel$annotatedconnectexception" and I can't figure out what this means. So I tried restarting my computer and debugging, but now the server won't connect at all, despite seeming completely fine in my .bat file's code. So I've tried porting a new server on two different computers, and messing with firewall settings. Both OTHER computers used to be able to run servers just fine, but now don't seem to be able to. I've tried replacing the map, updating to 1.14.1 (the server that *was* working was on 1.13.2) but nothing seems to work. Anyone have any suggestions?

I've tried googling it but there seems to be a consensus that the error means nothing and that I should ignore it.
Update:
The server on my PC is back to only running sometimes in 3-5 minute intervals, and takes around 5-10 minutes for the server to reach the first connection opening.
Post the entire server log using paste.ubuntu.com.
