I have had a small minecraft server that I've used to play minecraft with my son for the last few years. I tried to use it again after I removed Norton and reverted back to windows defender since I was able to find cloud back up at a better price than what Norton was charging. When I attempt to connect to the server running on my local computer from my own computer I'm reviving the following message from the launcher logs:

I've tried and verified the following:
Disabling Windows Firewall, Defender and malware folder protection
rebooting my router / cable modem
Re-promoting my account back to an admin and running both the server and client as an admin
Verifying that Minecraft Launcher and java are exceptions in the firewall
installing and uninstalling zonelabs firewall
I'm using Windows 10 home edition build 1809, my server is configured to run on my local PC at 192.168.0.40:25566 and it was working correctly up until a few months ago.
What am I missing here? Also would I be better off by removing windows from the equation and dual booting with Ubuntu for both minecraft and modding.
