So with the 1.14 launch yesterday I decided to start a fresh server with the new patch. However when on 1.14 I experience huge amounts of chunk lag, block lag etc, especially if someone is racing around in a boat. Way more lag than we saw on 1.13 with the same hardware and configuration.
Identical launch options used for both versions:

I've noticed the same issues. Something about this version of Minecraft is much more memory intensive than I expected. If you have the RAM to spare, give the server way more than you normally would and some of these issues should go away. I have 8GB allocated to mine and the problems are mostly gone, but I'd rather not have to allocate 8GB to a small Minecraft server. Hopefully they do more to optimize 1.14 soon.
Everyone is having problems with the first vanilla server build of 1.14. Until another one comes out and/or spigot, paperspigot get updated, we're going to have to live with it.
I was running a 1.12 and 1.13 paperspigot before without any problems. Installed fresh 1.14 on the same host and its tanking performance like crazy. :/
